英语雅思达不到线有关系吗？

在申请学校的时候有些学校需要雅思6分，但是达不到有关系吗？需要读预科还是你必须考到这么高才让你进？
还有我在申请波兰大学的时候，他们有这句：1.    A document (usually given at the Ministry of Education of the country your certificates were issued in) stating that your certificates and diplomas give you the right to study at the university level in the country they were issued. 2.A stamp on your diplomas/certificates done at the Ministry of Education of your country, certifying that they are the original documents. 因为我是专接本的，有专科毕业证和自考本科毕业证还有学士学位，不知道他们要我提供的是哪些材料？（我想在那换专业重读本科）
